Issue: The error message states "403 ERROR: The request could not be satisfied". It also mentions "CloudFront" on the error page and states that the error is generated by CloudFront.

Recommendation: This issue has been fixed.
Some users could get blocked when submitting an invalid submission greater than 3 times, which gets flagged. They are automatically re-enabled to access the site after 48 hours.
